In the United States, 34 states have passed legislation allowing for the use of Public Private Partnerships (“P3”) for the procurement of infrastructure and public works projects.  Large global concessionaires and contractors are coming to the U.S. based on the belief that the U.S. P3 market will be the largest in the world.
